The system for voting relies on addresses registered with an election commission. Implementing it means starting somewhere. I am drawn to Baltimore for personal reasons, but it would be a good location to organize an alternative structure given its proximity to DC.
The idea is to map whatever area you have records for and then try to get as many people enrolled as possible.
I'm attracted to the housing developments because they're so dense. The issue is having an audience-appropriate argument for participation.
